ECHA stresses importance of using technical completeness check tool
The European Chemicals Agency (ECHA) has stressed the importance of using the Technical Completeness Check (TCC) tool to check dossiers, including updates, contain the required information prior to REACH submission.
Although the agency says the number of rejections is low, a rejection can have a severe impact on the company involved as ECHA will reject the dossier if it fails its second submission attempt.
ECHA strongly urges companies to make full use of the TCC tool: using it for the first submission will avoid TCC failure; failure to use it for the second submission could result in the following consequences: Companies will be given a reasonable deadline, a minimum of four months, to provide the requested, missing information Companies can remain legally on the market during this period - provided a successful updated dosser is submitted within the deadline given by ECHA, the registration date will be the original submission date If the registration relates to the 2010 deadline and a company fails its second TCC after the 30 November deadline, it may need to stop manufacture/import and the registration fee paid will not be refunded
The agency says if companies fail the TCC and do not know how to present the information in an updated dossier or how to use the tool, they should contact the ECHA Helpdesk stating they have experienced a TCC failure. ECHA will then provide them with specific advice on how to proceed.
